TRAI has suggested that government departments pay for the spectrum they use. It further stated that the future allocation of spectrum to these departments should be made via the auctioning route. According to TRAI, this will help utilise spectrum in a more productive and efficient manner. TRAI has also recommended that DoT supply 100 MHz of spectrum for wireless broadband applications in the 3.4-3.6 GHz and 2.3-2.4 GHz bands by coordinating with the Department of Space (DoS), the state electricity boards, power utilities, oil companies, railways and security agencies.
