TRAI has started the process for introducing the next stage of telecom reforms. It has floated a consultation paper which discusses key policy decisions including capping the number of mobile operators in each circle. According to TRAI, the unrestricted entry of unified access service providers will place additional pressure on spectrum demand. Currently, there are up to eight mobile operators in a circle.
