
TRAI has issued a draft regulation mandating open access to cable landing stations (CLSs). This move is expected to enable new international long distance (ILD) operators and ISPs to get access to the capacity at CLSs “in the same way as consortium members” do. TRAI has also stated that access and co-location charges must be transparent and non-discriminatory. To this end, it wants CLS owners to publish a reference interconnect offer, containing the terms and conditions for access facilitation, including charges and time limits. TRAI’s move is aimed at bringing in competition and hence, reducing prices in the segment.TRAI has released its recommendations on infrastructure sharing.
T It has proposed that operators be allowed to share active infrastructure and backhaul networks, including antennas, cables, filters and transmission systems, which was previously not permitted. However, TRAI has ruled out sharing of spectrum. It has also disallowed mobile virtual network operators.
TRAI has recommended no policy intervention in passive infrastructure sharing. It had earlier suggested making passive infrastructure sharing mandatory.
