The Prime Minister’s Office has sought details on the network rollout by the 11 telecom companies that were awarded cellular licences between 2006 and 2008. This is because the new entrants -? Videocon Telecommunications Limited, Etisalat DB, Loop Mobile, Uninor and S Tel – have been unable to meet their rollout obligations. The government believes that some of these operators, who have only recently launched their operations in select circles, are hoarding spectrum. Some of these new entrants have approached DoT to surrender their licence in certain circles provided they get 90 per cent refund on their entry fee.
