The Ministry of Communications and IT has shelved the proposal to allow Mahanagar Telephone Nigam Limited (MTNL) to become a pan-Indian operator. In 2008, MTNL, which operates in Delhi and Mumbai, had submitted a proposal to DoT to expand to other circles in the country.
