The Department of Telecommunications (DoT) has pointed out to the Telecom Regulatory Authority of India (TRAI) that it is not desirable for the regulator to engage in any correspondence with the government on sub judice matters such as spectrum allocation. The Telecom Commission’s chairman, Siddharth Behura, has stated that all actions (decision on new licences, frequency allocation and spectrum and licence fees) have been taken in accordance with established policies, with the maximum possible transparency and a full sense of responsibility. DoT’s stance follows two letters written by TRAI to DoT in January 2008, questioning the latter’s criteria for spectrum allocation and the number of LoIs issued.
