The Central Vigilance Commission (CVC), in its report on BSNL’s cancellation of the 93 million line contract, has sought a probe into the earlier tender. In 2007, BSNL had decided to reduce the scope of the tender from 45 million GSM lines to 14 million lines. Since then, BSNL has had a severe capacity crunch in its network.
