The Association of Unified Telecom Service Providers of India (AUSPI) has opposed a report of DoT’s spectrum committee on spectrum allocation. In a reply to a consultation paper floated by TRAI, which is in the process of preparing new regulations allowing consolidation and spectrum trading, AUSPI has stated that the report is highly tilted in favour of GSM operators. According to AUSPI, there should be a spectrum cap of 2×5 MHz for CDMA and 2×6.2 MHz for GSM, of which 2×2.2 MHz of GSM spectrum should be capped in the 900 MHz band. Further, refarming of spectrum is essential, especially in the 900 MHz band as this band requires low capital expenditure compared to other bands, and this advantage should be given equally to the new operators.
