The Supreme Court has reportedly declined to stay the TDSAT order on the dispute between BSNL and TRAI, though it has admitted the appeal. TDSAT had earlier ruled that TRAI had no power to interfere with interconnectivity agreements between telecom operators. TRAI, on its part, argued that Section 11 of the TRAI Act gave it the power to set terms and conditions of interconnectivity between service providers. It pointed out that dominant service providers could dictate terms to small service providers in the field of interconnections.
