As per the inter-ministerial Digital Communications Commission (DCC), Resident welfare associations (RWAs) across the country may be mandated to not strike exclusive deals with only a single telecom operator or internet service provider and will need to allow sharing of telecom infrastructure with other telecom players to give choice and better quality of services to consumers.

DCC has requested the ministry of housing and urban affairs (MoHUA) to issue suitable guidelines to RWAs for the same. The new rules would be applicable to both existing residential colonies, and houses under construction, once mandated.

Further, DCC has expressed concerns with regards to the constantly-deteriorating quality of consumer telecom services.
