According to the Department of Telecommunications (DoT), the performance of Bharat Sanchar Nigam Limited (BSNL)?s Maharashtra and West Bengal circles have improved after coming under DoT?s scrutiny.

Revenues in the West Bengal circle have grown by 18 per cent, in Maharashtra by 15.5 per cent and in Orissa and Uttar Pradesh by 14 per cent. However, others including Uttaranchal, North East, Punjab and Haryana are still underperforming.

Prior to this, Kapil Sibal, Minister of Communications and IT, had said that the organisation must set targets for all their circles. DoT thus directed BSNL to enhance the revenue in each of its circles by 25 per cent.

Under this strategy, BSNL’s circles have been divided into three categories, based on revenues. These categories include circles with revenues less than Rs 10 billion, those with Rs 10-20 billion revenue and circles with revenues in excess of Rs 20 billion.

In its projection to the Board for Reconstruction of Public Sector Enterprises (BRPSE), BSNL said that it expects to generate profits in the fiscal ending March 2013, but projects a net loss for 2010-11 and the ongoing year that began on April 1.

It expects a net loss of Rs 27.25 billion on revenue of Rs 317.38 billion in the fiscal year ended March 31, 2011. In 2011-12, the loss is expected to narrow down to Rs 6.23 billion on a revenue target of Rs 365.69 billion.
