
The Telecom Regulatory Authority of India (TRAI) has released the ?Quality of Service of Broadband Service (Amendment) Regulations, 2012 (28 of 2012).?
The purpose of these regulations is to prescribe financial disincentives on the service providers for failing to meet the prescribed Quality of Service (QoS) benchmarks for broadband services.
According TRAI, operators submitting a false compliance report on the quality of broadband services will be penalised up to Rs 1 million. The regulations, which will come into effect from January 1, 2013, also include a penalty of up to Rs 50,000 per parameter for the operators who fail to meet QoS benchmarks.
Further, in case of a second or subsequent contravention of these rules, a penalty of up to Rs 0.1 million per parameter will be levied on the service provider for such violation.
The parameters for QoS include activation time for the broadband connection, fault repair or service restoration time, billing issues, response time to the customer for assistance and connection speed, among others.
