Several telecom operators are planning to approach the Telecom Disputes Settlement & Appellate Tribunal (TDSAT) in opposition to the Telecom Regulatory Authority of India?s (TRAI) proposal to impose a one-time fee on operators holding spectrum beyond 6.2 MHz.
The Telecom Commission had approved this suggestion. The operators feel that the suggestion is discriminatory and will impact the sector adversely.
Meanwhile, the Telecom Commission plans to convene again on December 14, 2011, to work out the modalities of spectrum pricing and allowing liberal merger and acquisition norms to promote consolidation in the 14-player market. The decisions are then slated to become part of the NTP 2011.
If implemented, the operators would have to pay Rs 155 billion as penalty.
