The Department of Telecommunications (DoT) may incorporate provisions for a separate regulatory framework for various communication services offered via next generation networks (NGN), as part of the New Telecom Policy 2011.

NGN offers all communication services on a single IP network. Currently, these services are covered under different rules as per the existing policy.

According to R. Chandrasekhar, secretary, DoT, “The introduction of a new convergence communications act is also being examined as part of the New Telecom Policy 2011. This act could provide an appropriate regulatory framework for provision of converged and triple play services.?

In 2000, the government had introduced a Communications Convergence Bill for a single regulatory framework for the broadcasting, telecom and multimedia sectors. However, it did not become an Act.

NGNs have advanced systems that enable telecom operators to provide better quality signals for all services. These networks help operators reduce capital expenditure by offering all services over a single internet protocol infrastructure.

J.S. Sarma, chairman, the Telecom Regulatory Authority of India (TRAI) said, “We expect to issue a consultation paper by October-end and give our recommendations to the government or frame regulations by mid-December.?

In January 2011, TRAI had invited expressions of interest (EOI) for consultancy services to help formulate the policy and regulatory framework for operators migrating to NGN.
