
The Department of Telecommunications (DoT) had made it mandatory for operators to appoint only Indian nationals for network maintenance. In addition, DoT indicated that any security breach would entail a penalty of Rs 500 million, besides initiation of criminal proceedings.
It added that location based services must be introduced across the country within three years. It is believed that the introduction of this service may cost operators up to $5 billion.
DoT has asked operators to ensure that all the documentation, including software details are obtained from the manufacturer, vendor or supplier of equipment.
This has been opposed by foreign vendors.
Also, the licensees shall be held completely responsible for the security of their network and shall follow fixed policies on network security.
