Internet service providers (ISPs) have demanded that TRAI carry out measures such as incorporating quality of service (QoS) norms for leased lines before laying down the parameters for broadband access. According to them, QoS norms for leased lines are more crucial when the service providers offering leased line services are also the vertically integrated operators who directly compete with independent ISPs.
