The move is in contrast to its earlier decision of allowing 5 to 10 operators per circle for 3G services. Details of the 3G policy available so far reveal that the Delhi and Gujarat circles will have three 3G operators each, Uttar Pradesh (West) and Himachal Pradesh four and West Bengal two.
