The Department of Information Technology, Electronics and Communication (DITE&C) has expressed its interest in setting up a cloud-based data centre of 5MW load through a public-private-partnership (PPP) model at Tuem, Goa.
The department intends to obtain funds from the Department of Economic Affairs (DEA). It has already received administrative approval to appoint a consultant to help set up the centre. The data centre will be set up by a private player on government-owned land on a design, build, finance, operate and transfer (DBFOT) model.
According to a market study conducted by a consultancy firm, the private player will share a percentage of the revenue with the state. However, Goa is counting on DEA funds to pay the consultancy firm or transaction advisory services.
The consultant will be picked from among the empanelled consultancy firms with DEA. The consultant will further assist the department in the preparation of a project proposal, including undertaking feasibility study, financial structuring, development of project documentation, and the bidding process. The consultant will have to prepare the detailed project report (DPR) and then submit it to the DEA to apply for viability gap funding for the data centre.
The department has identified a 1,181 sq. metres plot for the data centre where servers, storage subsystems, networking switches, routers, firewalls, cabling, and physical racks will be set up.
Furthermore, the state is counting on the consultancy to conduct market outreach, stakeholder consultation, demand assessment and scrutiny of the bids. Once the consultant is appointed, a concession agreement and revenue model will be prepared and then shared with the private players that show interest in setting up and operating the data centre.
