The state cabinet of Goa has designated the Department of Information Technology, Electronics, and Communications (DITE&C) as the nodal authority for issuing all permissions and no-objection certificates (NOCs) related to telecom infrastructure under the Telecommunications Right of Way (RoW) Rules, 2024.
These rules empower telecom service providers to deploy infrastructure such as towers and cables on both public and private properties. To streamline the process, all other government departments have been instructed to carry out site surveys, prepare necessary documentation, and submit them to the DITE&C for clearance via the centre’s RoW eServices Portal, within the timelines specified under the rules.
The move aligns with the new Telecommunications Act, 2023, which came into effect on June 26, 2024. The subsequent RoW 2024, effective from January 1, 2025, replace earlier policies and aim to accelerate telecom infrastructure deployment, enhance connectivity, and reduce procedural bottlenecks.
As a result, the Goa Telecom Infrastructure Policy, 2020 has become void and stands formally withdrawn. The state has officially adopted the new national legislation and RoW framework, directing all departments, urban local bodies, and public sector entities to ensure compliance and facilitate its implementation across Goa.
