Following a revision in its rollout norms, DoT has decided to lower the penalty imposed on some operators from Rs 4.5 billion to Rs 1.32 billion. Some of the major operators including Bharti Airtel, TTSL, Reliance Communications and Aircel had failed to roll out their services on time after the award of licences and spectrum.

Under the earlier norms, the operators were required to roll out their services within a year from the date of grant of licence, which was later relaxed to a year from the date of grant of spectrum.
