According to the secretary of the Ministry of Electronics and IT (MeitY), the Digital Personal Data Protection (DPDP) Act is expected to enhance consumer confidence in digital services and reinforce India’s position as a trusted digital economy. He said the Centre is working aggressively to operationalise the DPDP Act, 2023.
According to the official, India has built large-scale digital public infrastructure such as aadhaar and the unified payments interface (UPI), which requires a strong personal data protection framework that places citizens at the centre of the digital economy.
He noted that the initial provisions under the DPDP Rules, notified by the IT Ministry in November 2025, have enabled the creation of the data protection board and designated the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) as the appellate body for DPDP-related cases, along with laying out a penalty framework.
Further, describing the law as principle-based and technology-agnostic, the secretary said the act grants several rights to individuals. These include the right to access personal data being processed, seek correction and erasure, exercise the right to be forgotten, file grievances, and nominate a person to exercise these rights in the event of death or incapacity.
For enterprises and organisations, he said the DPDP regime requires a shift in mindset towards privacy by design and privacy by default.
Furthermore, the secretary added that the government is focused on operationalising the digital data protection board of India and building capacity across ministries, public sector units and state governments. He said public and private organisations will also need to invest in skilled personnel, data processing systems, technology infrastructure and sector-specific adoption models.
The IT Ministry said homegrown privacy technologies, including automation and artificial intelligence (AI)-driven governance tools, can help reduce compliance costs, improve consistency and auditability, and strengthen India’s overall digital resilience.
