The Department of Telecommunications (DoT) is reportedly close to finalising rules for satellite spectrum allocation, with a draft expected to be released shortly for stakeholder feedback. The allocation is likely to follow a first-come-first-served approach under the administrative route as outlined in the new Telecommunications Act.

Previously, satellite spectrum was allotted administratively to operators. However, with the transition to an authorisation regime, the government will notify detailed rules separately. The Digital Communications Commission (DCC) will review the Telecom Regulatory Authority of India’s (TRAIs) recommendations before seeking cabinet approval. Further, the DoT is aiming to complete the process swiftly to enable early rollout of satellite-based services.
