The Department of Telecommunications (DoT) has released a list of 25 telecom product categories that would qualify as local goods even if they employ imported components for domestic manufacturing. These include satellite phones, broadband equipment, optical fibre cables, broadband modems, routers, core network routers, mobile antennas, etc.

According to the notification, dated August 31, 2021, imported/domestically manufactured parts and components will be qualified for the purpose of local content if printed circuit board assembly (PCBA) and testing from imported/domestically manufactured parts and components using surface mount technology process is made in India.

In line with the Public Procurement (Preference to Make in India) Order, 2017, the notification allows firms that make telecom goods to import components for public procurement projects for BharatNet, Bharat Sanchar Nigam Limited (BSNL), Indian Railways, and others.
