The Department of Telecommunications (DoT) has prepared an action plan for the next two-three years during which it intends to introduce several policies to bring in clarity, which is critical for the sector’s growth.
In the first six-eight months, DoT intends to issue guidelines for sharing and trading of spectrum, harmonisation of spectrum. Further, the department plans to conduct auctions for spectrum in the 800 MHz, 900 MHz and 1800 MHz bands in the next nine months.
DoT also intends to introduce policy guidelines for mobile virtual network operators within one year and auction spectrum in the 700 MHz band within next two years. Further, various departments under DoT will have to give monthly updates on the progress.
The department also intends to complete the merger of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) by June 2016.
A draft of the Communication Bill, that will merge the various laws that currently govern the Indian telecom sector, including the Telegraph Act, will be finalised by September 2014. The Cabinet is expected to approve the Bill by September 2015.
