DoT plans to soon issue letters of intent (LoIs) to 16 companies, including ByCell, Swan, Cheetah, S Tel, Parsvnath, Datacom, Unitech, Shyam Telelink, BPL Mobile and Indiabulls, for starting mobile services. Each LoI holder, after paying the licence fee, will be entitled to 4.4 MHz of GSM spectrum per circle, subject to its availability.
