DoT and the Telecom Regulatory Authority of India (TRAI) have differing views on the subject of licence tenure extension norms for existing service providers. According to DoT, an existing 2G operator should pay Rs 8.25 billion for a 10-year licence extension. TRAI, on the other hand, wants to do away with the licence extension fee altogether. The licences of the existing 2G operators will expire before the end of the 20-year 3G spectrum allocation period. In such a case, the operators will not be alloted 3G frequencies for the full tenure.
