The Digital Infrastructure Providers Association (DIPA) has welcomed the landmark decisions taken at the Uttar Pradesh State Broadband Committee (UP-SBC) meeting. Chaired by chief secretary, the meeting charted a transformative roadmap to position Uttar Pradesh as India’s foremost 6G-ready state – through seamless, affordable, and world-class digital infrastructure.
These outcomes are the result of collaborative engagement between the central government, Department of Telecommunications, the UP government, and the Digital Infrastructure Industry represented through DIPA.
Commenting on the decision, director general, DIPA, said, “These decisions directly address challenges that the industry had represented – from right of way (RoW) to power tariffs which reflects exceptional resolve and sets a role model for other states. This will unlock billions in infrastructure investment, catalyse fiberisation, accelerate 5G, and make UP a true 6G Stack powerhouse. DIPA sincerely thanks the UP Government for this bold, forward-looking action.”
The chief secretary directed for the issuance of GOs for unlocking full SASCI entitlement-an incentive scheme released by Ministry of Finance to implement the RoW rules, 2024.
To achieve alignment with central government (DoT), the state government decided to move from state RoW portal to national RoW portal and to issue GO to implement RoW Rules, 2024 by Infrastructure and Industrial Development Department (IIDD) for uniform implementation across NOIDA, GNIDA and Gorakhpur IDA, doing away with the charging of additional application and licence fees for tower installations- a clear signal that UP is 6G stack ready.
Basis DIPA’s representation, the state portal will be enabled to issue acknowledgement of intimation mechanism for private property installations – in line with the central government portal, resulting in lesser processing time, faster deployments, and better connectivity.
The state government decided to implement the “Composite billing system” across all the DISCOMs in a time bound manner enabling “Ease of Doing Business”. The energy department has been given a three-month timeline to replace conventional meters with smart meters on all mobile towers – urban and rural enabling billing accuracy, lesser disputes, and faster payments. The committee advised energy department to extend the industrial electricity tariff to the telecom sector, putting UP in line with Maharashtra, Himachal Pradesh, and Haryana. DIPA appreciated this long-awaited move, translating into wider coverage and faster 5G and 6G rollout for citizens.
DIPA also welcomed various positive decisions in the UP SBC regarding facilitation of optical fibre cables. DIPA sincerely thanked the UP government and chief secretary for this comprehensive policy action. These decisions collectively dismantle the key barriers – financial, procedural, regulatory, and operational – that have long constrained digital infrastructure deployment in India’s most populous state. These decisions are the result of years of constructive engagement, driven by a shared commitment to enhancing ease of doing business.
