Bharat Sanchar Nigam Limited (BSNL) plans to draw funds from the Universal Service Obligation Fund (USOF) to establish an optic fibre cable (OFC) network across Assam and the North East. The network will be shared by all operators and will be tested in Assam.

If the pilot is successful, the OFC infrastructure-sharing model will be applied across the North East for similar USOF-sponsored bandwidth expansion projects in the region. BSNL plans to invite bids from private players to execute this project.
