
BSNL has accused MTNL of violating the interconnection usage B charge regulation by allowing a private operator to carry basic telephone calls between Delhi and the National Capital Region (NCR), resulting in losses to BSNL. Basic calls within a distance of 0-50 km distance between Delhi and the NCR are considered as intercircle calls and operators have to pay a carriage cost of Re 0.20 per minute with a 10 per cent variation either side. A private operator cannot legally carry MTNL’s traffic without paying the prescribed carriage cost according to BSNL.
