Bharat Sanchar Nigam Limited (BSNL) and Centre for Development of Telematics (C-DoT) are planning to collaborate with each other to build a virtual private network (VPN) for creating a centralised monitoring system (CMS). The CMS will be used to track communication over mobile, landline, satellite, internet networks andeven voice over internet protocol networks. The VPN network will be established using multiprotocol label switching (MPLS) technology.

The project will cost Rs 4.5 billion and the central government is expected complete the project by end-2014. Initially, BSNL will provide MPLS connectivity across 81 locations on the CMS network in eight circles including Delhi, Mumbai, Kolkata, Chennai, Haryana, Rajasthan, Punjab and Karnataka.
