Aircel plans to raise $500 million through external commercial borrowings (ECBs). The operator will use the funds to refinance the Rs 100 billion loan it had taken for spectrum payments. The government has allowed telecom companies to refinance their loans for 3G and broadband wireless access spectrum payments through ECBs.
