Kapil Sibal, Minister of Telecommunications and IT has said that no fine would be imposed on operators until a reasonable procedure was framed.

This was in response to Bharti Airtel?s request to the Department of Telecommunications (DoT) to take a balanced view of maximising revenues.

Sibal had asked DoT to frame guidelines to reduce the element of its discretion while deciding penalty for violation of licence conditions and make the process as scientific as possible.

Currently, DoT levies a maximum penalty of up to Rs 500 million for all cases of violations of licence conditions.
