The government of Haryana has amended the Haryana Building Code, adding a special chapter on telecom infrastructure to facilitate the installation of 5G mobile network.

The amended policy allows telecom service providers (TSPs) to lay cables and pitch antennas in licensed areas. The code applies to all government and institutional buildings including education institutes, factories and residential high-rises. The code also cautions against obstructing infrastructure creation. The amended code will apply to the buildings for which the town and country planning has issued licence and change of land use (CLU) permission. It will also apply to the Haryana Housing Board, Haryana Sheri Vikas Pradhikaran, Haryana State Industrial and Infrastructure Development Corporation, and the urban local bodies department. The panchayats department will also be covered.

As per the amended code, TSPs must get a go-objection certificate from Telecom Enforcement Resource and Monitoring (TERM), which is the Department of Telecommunications’ vigilance and monitoring wing.
