The government of Uttar Pradesh has signed a memorandum of understanding (MoU) worth Rs 250 billion with Puch AI to position the state as India’s first AI Pradesh, in one of the largest public-private partnerships (PPP) in the country’s emerging artificial intelligence (AI) sector.

The agreement aims to combine the state’s policy support and scale with Puch AI’s technology and infrastructure capabilities to accelerate industrial growth, strengthen governance, and expand access to digital services. Announcing the development, chief minister of Uttar Pradesh said the partnership will lead to the development of AI parks, large-scale data centre infrastructure, AI Commons, and an AI-focused university.

The partnership also outlines the development of AI Commons, a citizen-centric platform designed to make AI tools accessible beyond enterprises and developers. The initiative is expected to focus on interfaces that allow individuals, public service providers, and government departments to integrate AI into everyday use cases, including healthcare, education, agriculture, and public administration.

Another key component is a proposed AI university, which will aim to develop industry-ready talent through applied learning, interdisciplinary research, and continuous upskilling programmes. The institution is expected to align academic training more closely with evolving industry requirements in emerging technology sectors.
