Starlink has to reportedly pay a non-refundable fee of Rs 16 million and is expected to receive a licence by mid-June 2025 to commence operations in India. The company must also submit performance and financial bank guarantees totalling over Rs 12 million and comply with legal requirements related to accountability and national security.

The entry fee includes authorisations under the Unified Licence for Global Mobile Personal Communication by Satellite (GMPCS), Very Small Aperture Terminal (VSAT), and ISP-A services, enabling Starlink to offer services nationwide. The guarantees are intended to ensure Starlink meets its rollout and service obligations.

If the company fails to meet these obligations, the government can invoke the guarantees and recover the funds directly from the bank. The licence is also subject to cancellation if any submitted information is found to be false or misleading.
