India’s Telecommunications Act 2023, aimed at consolidating and revamping the historical framework, is reportedly expected to be fully enacted by mid-year of 2025.

The law simplifies telecom service provider licensing by reducing regulatory burdens, lowering entry barriers for new players, start-ups, and small-and-medium enterprises. The new framework aimed to consolidate laws relating to the development, expansion, and operation of telecommunication services and networks and unveiled a new system of administrative allocation of spectrum for satellite broadband services.

In addition, the Ministry of Communications notified Sections 1, 2, 10, 30, 42, 44, 46, 47, 50, 58, 61, and 62 of the Telecommunications Act 2023, effective from June 26, 2024. On July 5, 2024, additional features were introduced, including conditions for sector regulator chairperson and members, optimal radio wave use, and prohibition of blocking communication services equipment.
