According to the data compiled by the government agencies between September 27, 2011 and August 21, 2013, about 627,384 subscribers reported receiving unsolicited commercial communication (UCC) from their service providers.

About 80 per cent of the UCC originated from the networks of operators including Reliance Communication (RCOM), Tata Teleservices Limited (TTSL) and Aircel. The data shows that over 245,700 complaints were made against TTSL, and over 178,000 and 57,000 against RCOM and Aircel, respectively. A large number of subscribers also received UCC from the telecom networks of Vodafone India and Bharti Airtel. The government authorities received about 52,000 and 40,000 complaints against Vodafone India and Bharti Airtel.

In addition over, 20,000 and 16,667, UCC calls and SMSs originated from the network of Sistema Shyam TeleServices Limited and Idea Cellular. The service providers such as Uninor, Bharat Sanchar Nigam Limited and Loop Mobile accounted for 6,338, 3,768 and 2,889 UCC calls and SMSs. In addition, about 2,048, 1,527 and 486 complaints were registered against Mahanagar Telephone Nigam Limited, Videocon Telecommunications Limited and Quadrant Televentures, respectively.
