Dinesh Shankar Mathur, former secretary, Department of Telecommunications (DoT) testified before a Delhi Court in relation to the 2G case.

Prior to this, Mathur had reportedly informed the central Bureau of Investigation (CBI) in 2010 that A. Raja, former Minister of Communications and IT, had pushed up the cut-off date for the new operators to submit their applications for licences.

Further, Mathur said that Raja had also decided to issue Letters of Intent on the same day. These were issued to companies who had applied for licences by September 25, 2007.

Now, as per news reports, Mathur informed the Court that he had expressed reservations on Raja?s decision, on grounds that it may be legally questionable.

That apart, Mathur had allegedly also disagreed with Raja?s decision to provide permits to dual technology players, especially since there was no clear-cut method of distributing spectrum for such players.
