The Department of Information Technology (DIT) has released a framework for mobile governance.

Under the framework, it proposes the development of a mobile applications (m-apps) store to develop and deploy applications for delivering public services through mobile devices.

It will have the provision to connect with private value added services providers for creation of several mobile applications.  The store will be integrated into the mobile services delivery gateway (MSDG) – the core infrastructure for delivering public services and will be created by an agency within the DIT. MSDG will use unique identity number based on Aadhaar system for transactions.  At present, various private companies such as Apple, Nokia, Research-in-Motion and Google have application stores which allow use of various services and content which is not available on the handset.

In order to encourage development of innovative applications across the public services space, the framework proposes to formulate a Mobile Governance Innovation Fund.

Further, the framework proposes to provide an integrated payment gateway, through which consumers can use their mobile phones to make payments for public services.
