The Department of Telecommunications (DoT) has suggested using various technical solutions for efficient utilisation of spectrum in its draft of the National Telecom Policy 2011, which is expected to be finalised by October.

DoT has examined the role of in-building solutions, among other technical measures, to ensure that mobile operators use the spectrum they hold in the most efficient manner.

In-building solutions utilise technologies like signal boosters and repeaters to ensure better coverage inside buildings, basements, high rises, airports, etc.

As part of the new policy, DoT plans to ask operators to reserve a part of the spectrum only for in-building coverage.

Meanwhile, the Telecom Regulatory Authority of India had suggested increasing the number of base transceiver stations or towers in areas with heavy call traffic.

Besides, DoT plans to study the current network configuration and spectrum utilisation patterns of mobile operators and encourage them to use new technologies, such as multi-layer network architecture for optimising spectrum usage.
