
DoT is willing to allow mobile virtual network operators (MVNOs) such as Virgin Mobile to operate in India after examining the legal and regulatory issues involved. This follows queries being raised by the Cellular Operators Association of India (COAI) on the franchise agreement signed between TTSL and Virgin Mobile. COAI had stated that the alliance between the two companies breached existing regulations that do not explicitly allow MVNOs to operate in the country. However, DoT has stated that the Tata-Virgin service can proceed for commercial launch and has asked Virgin to provide clarifications on certain objections raised by other operators.
