In order to prevent delays in providing points of interconnection (PoIs) to private operators, BSNL has issued an order making it mandatory for private service providers to pay 25 per cent port charges a year in advance and state the estimated number of PoIs required in different circles while seeking interconnection from BSNL. The balance can be paid when interconnection has been provided. Also, regarding congestion in its network, BSNL has blamed DoT for its failure to allocate additional spectrum in a timely manner.
