Despite experts’ recommendations, the government does not plan to begin discussing the possible break-up of NTT DoCoMo, Japan’s dominant telecom company, until 2010. Even then, the company may remain in its present form. The decision to delay the discussion of a restructuring was made by government officials. Under NTT’s existing investment strategy, the whole country is scheduled to receive broadband access by 2010. Changing NTT’s business plan at this stage would make it harder to implement such investment projects.
