According to the Ministry of Communications and IT, operators bagging spectrum in the forthcoming 2G auction will be awarded pan-India licenses by December, 2012, say news reports.

The winners will be awarded unified licences for their respective circle operations following the conclusion of the auction. Thereafter, these companies will be permitted to migrate to the unified licensing regime to run their pan-India operations by December this year.

In this context, the government is looking at finalising the guidelines pertaining to the unified licensing regime by December 2012. Meanwhile, the government will include the broad terms for the unified licensing regime in its notice inviting applications (NIA) document. NIA is the legally binding document that specifies the rules and regulations of the auction.

NIA for the 2G spectrum auction will be issued on September 28, 2012.
