The Telecom Regulatory Authority of India (TRAI) has released a consultation paper on the methodology of levying spectrum charges for the provision of satellite-based services. Through the consultation paper, the TRAI has invited public views on the calculation of spectrum charges for satellite based services with the help of systems installed under a special licence category called the 'sui-generis' category.

Earlier, the Department of Telecommunications (DoT) had asked for TRAI’s recommendations on the request of Bharat Sanchar Nigam Limited (BSNL) to change the current method of levying spectrum charges on its satellite services to Adjusted Gross Revenue (AGR) based for provision as they are too expensive for subscribers. According to TRAI, the consultation paper has been floated to discuss the issues involved and possible solutions.

TRAI has sought written comments on the consultation paper by October 31, 2018 and counter-comments by November 8, 2018.
