Telecom operators propose new e-KYC process as an alternative to Aadhaar-based verification

Telecom operators have sought an approval from the Department of Telecommunications (DoT) for a newly proposed e-KYC process which will serve as an alternative to Aadhaar-based verification. This follows the recent decision of the Supreme Court to scrap off Section 57 of the Aadhaar Act thereby restricting the use of Aadhaar information by private companies including operators and banks.

In a letter to DoT dated October 5, 2018, the Apex Advisory Council for Telecom in India (ACT) proposed digitisation of the end to end process for on boarding of new subscribers by making it completely paperless. In its proposal, ACT suggested an app-based customer enrolment method in which photograph of customer will be clicked by the SIM seller and embedded in the form along with self-attested copy of any identity and address proof.

Further, ACT was of the view that the return to paper-based processes should not be an option as that will reverse the steps taken by the industry towards a digital India and would result in wastage of existing investments and infrastructure.
