Inadequacy of telecom infrastructure poses the biggest challenge to Digital India initiative, says KPMG

According to a recent report by KPMG, inadequacy of required infrastructure is one of the biggest challenges that the Digital India programme faces.

The report pointed out that though the central government had introduced the Right of Way (RoW) rules in November 2016 with an effort to ease the rollout of telecom infrastructure, lack of clarity and implementation of RoW rules has posed challenges to the sector.

As far as Smart Cities mission is concerned, the report mentioned that though the government has taken various positive steps such as implementing about 3,000 Smart City projects and providing billions of rupees in incentives, the mission is facing challenges like lack of skilled manpower, insufficient funds, non-existent security framework and absence of coordination between the Centre and States.

In addition to this, the report put forth the opinion that lack of awareness about digital platforms could also negatively affect the government’s vision of Digital India. At present, cash continues to be the preferred mode of transaction for a majority of merchants due to low awareness of internet banking and other digital services.

According the KPMG report, absence of internet, unavailability of digital services in local languages and unavailability of laptops and computers for a sizeable number of population, poses a block for them in gaining widespread digital literacy.

As a solution to the above mentioned problems, KPMG put forth five recommendations. It suggested the government to- develop digital infrastructure, ensure data security, upgrade economic curriculum. KPMG further highlighted the need for clear regulatory guidelines and greater autonomy for academia for ‘inclusive growth.’
