DoT plans to penalise officers found guilty of discouraging procurement of indigenous products

The Department of Telecommunication (DoT) has said that it will take disciplinary action against officers found guilty of adding restrictive clauses tender agreements with respect to the purchase of indigenous products in government projects.

Under the Public Procurement (Preference to Make in India) Order, the DoT had notified a list of 36 telecom product and equipments to be given preference in public projects. These include routers; network equipments; encryption platform; set-top-boxes; mobile antennas for 2G, 3G and 4G; Wi-Fi based broadband systems, among others.

As per the order, the notification is applicable to all central schemes, central sector schemes, procurement for which are being undertaken by states and local bodies. It is also applicable to projects or schemes that are fully or partially funded by the government, including universal service obligation fund projects.

Further, the order has made it mandatory for local suppliers to make their products in India by procuring components locally. With regard to this, the DoT has notified a list of product category along with percentage of local components required for eligibility under the new rule.
