DoT formulates plan to reduce disputes with operators

The Department of Telecommunications (DoT) is formulating proposals to reduce disputes with telcos and has suggested some measures for the same. Disputes with telcos have led to delays in major deals and an amount of Rs 800 billion getting stuck in judicial proceedings.

The suggested measures include the unification of levies, settling the pending cases and being less severe in case of minor infringements. The DoT will be sending out its suggestions for examination to the Ministry of Law and Justice, post which the Ministry of Communications would take the final decision on the matter.

The disputes between the DoT and the telcos are largely concerned with multiple levies under different heads such as licence fees, spectrum usage charges (SUC) and one-time spectrum fee (OTSC). Approximately Rs 250 billion stuck in judicial proceedings are due to SUC disputes.
