TRAI releases recommendations on network testing by new operators; suggests 90 day testing period

The Telecom Regulatory Authority of India (TRAI) has suggested norms for the testing of network by new telecom operators. As per the recommendations, a new telecom operator should be allowed to test its network for 90 days and that a carrier should be allowed to enrol some users during the period. However, this period could be extended by the Department of Telecommunications (DoT) on a need basis.

As per TRAI’s recommendations to the DoT, it suggested the limitation of the number of test subscribers to 5 per cent of the operator’s installed network capacity in a circle. Further, the new player will have to submit detailed capacity calculations of network to the DoT and TRAI, a fortnight before it begins to enrol test users.

The recommendations state that a new operator will also have specify the likely date of launch, besides clarifying that mobile number portability (MNP) won’t be available till commercial launch, and that services will be offered free of charge but there may be sub-optimal level of network performance.

TRAI has clearly outlined that all licensing provisions related to the security and privacy such as ensuring adequate verification of customers before enrolment, protecting privacy of communication, maintaining call detail record, confidentiality of information, lawful interception and monitoring must be complied with.
